in Finland the dogs are bought directly from breeders. In this link

you can find the breed clubs that have the list of the breeders in their sites to find pure breed dogs. The headline
Pentuvälitys = member of the club who checks out that the breeders and their dogs are ok and he or she is to be contacted when in need of the info about puppies. Many breeders have their own web pages too where you can see their dogs and you can contact them directly.
Another way to get contact is to go to dogshows and chit chat with the breeders there.
Then there are the magazines where you can put a free advertice, there you can find mixed breeds too. They have netversions of these too, like

The breeder should be checking your cabability to take care of the dog rather than seem to be keen to get your money. If you are going to invest lots of money to a dog, ask around about the breeder. If you buy a pure breed you have to be sure that the puppy's are registered and that you will get the register papers. Always make a contract. It states the seller and buyer and the price and if there are any known illnesses or other mistakes or breeding regulations that affect the price. You are supposed to get instructions how to take care of your puppy - feeding, grooming, vaccinations etc. Go to see how the breeder lives, if it doesn't look right to you, don't go for the puppy!
So I would suggest to get a friend or make new friends who know about the dogs you like and take your time to find your own fluffy barker. We have good dogs in Finland.
