There may be different degrees of understanding. I understand about 50% of Norwegian, having barely started to study it, owing to my Swedish, which is good, but not perfect. People who know many words of their own language (e.g. Swedish or Norwegian) understand a related language easier.
There is also a geographical factor: Swedes living closely to the border with Norway speak dialects which are close to Norwegian, and the Swedish spoken in Skåne resembles Danish.
