Default High education in Finland

The question is addressed to knowing people. As far asI know, in Finland still free-of-charge higher education, including for not citizens of the European Union. It is necessary to have only the sum of the order 6000 euros on the account in the Finnish bank for a year. Unfortunately, I do not know the Finnish language, therefore it would be desirable to learn{find out} the fresh information from those who knows about what there is a speech. In advance thanks!
