hmm I would say yes, because it is the finns that ends up paying for the foreigners. The only moment I think is okay for a foreigner not to pay, is when there is a bilateral agreement with another University from another country, and in the terms, it is said that the students don't have to pay the fees.
so this way, both will pay. i.e. my university has an agreement with Oulu, wich means a finn that comes here doesn't pay, and a quebecer that goes to Oulu doesn't pay tuition. in both cases, the citizens pay for the foreigner, but it is fair, because both parties are paying. I don't know if that is logical.. but anyway.

In my opinion, education should be free everywhere, not just in Finland. Yes, I'm a foreigner studying right now in Finland and "enjoying" the free education. But I didn't came here because of free education. I came here to study in a degree program I'm interested in and that isn't taught in my country. And I definitely don't plan to go away from here after my studies will be over because there isn't much work in that field in my country, so staying here in Finland is my choice number 1 unless I'll get a better offer somewhere else.

It's not directly but in a way foreigners are paying for their education over here. I'd like to remind you that there are no university grant's they can apply for (and I'm definitely not saying that there should be) that are powered by Finnish government. Students have to finance their own studies. Yes, Finnish students have to pay for their food, a place to live etc as well but they are able to get a support by KELA. Foreigners living in Finland or any other country are in a way paying the salary of working people as they consume the services or products they offer. It's not a big number obviously.

In my country higher education has fees and they are pretty high. There are free spots as well but generally people pay a lot for their education. We have some very highly developed fields and I know that in some of them (for example medicine) many foreign students study and after their studies get off to Finland or Sweden (two most popular locations). That's especially in medicine and it's not anymore just foreign students but also Estonian own doctors and nurses who are doing medical work in Finland and Sweden and there's a lack of those people in Estonia. Of course it's mainly the low salary issue why these people leave but from an other country's point of view it's very useful to get highly educated people to do the work and just pay the salary and not pay for their education.

So I'd say that in a way it's a circulation because there are people who gain from the free education and then get lost but there are also people coming here with educational background and do work over here.

Well it might be fair if Finnish citizens and emigrant workers get free education. Everyone else should pay.

Maybe graduates of Finnish Universities should not be allowed to work outside Finland for two years if there skills are needed at home. That would prevent the Finnish educational system providing talent for competing markets.

In my opinion; the education should be free of charge and the country should encourage and support the research in order to improve the society, really I have many friends because they do not have money they stopped their study.

For example, here in Palestine we have many local universities, but the student should pay in order to enroll in a collage, but if you look at the individual's income really, you will be scared, the level of unemployment is more than 75%, so the students prefer to eat over to study.

If the student hasn't money in his country do you think that he will be able to pay in foreign country? If his country gave him the chance, he will never travel abroad.

Sorry, this is the fact my friends

Yes, foreigners should definitely pay for their education in Finland. In Australia it costs a lot to study if you're Australian, and it costs a lot more if you're a foreigner.

Here in Chile we have to pay very expensive studies and I think it's not good at all... You have credit possibilities, but they mean been paying about 15 years after you graduate...

But in the other hand we have some scholarships that cover studies partially or totally. In that way, drummerac has a really good point and is something that we have in post grade scholarships: They pay your studies but you have to work 5 or 10 years in the University that pays you.

So, I think that education should be free while you are studying, but after you finish, you should work for the University or for the Finnish government at least for 5 years, or pay them back... In that way everybody would be winning...
