Nope, as long as the country manages to keep its at least presently stable social background, the fees should not be applied to anyone. There are people with qualifications that the countries currently off the tuition fees such as Finland might require as well, who are at the same time unable to get into a program they want to study and/or would be productive in the area of due to financial problems; now one might point out that Finland would be the daft one in this subject to allow free education while most other countries feed off foreign students with insane amounts of money involved, but I suppose the actual point here is the idealism to one degree or another. Education SHOULD be free everywhere; if Finland is capable of seeing to that, plus gains efficient and qualified labour and flourishes academically by being a preferred spot by students around the world, nothing wrong with that, on the contrary considering.

Though I suppose the country's already considering this, and the fees seem likely to apply from 2009 on. Scandinavian countries are on the same track not to mention. A bit of a shame, but what could one do.

Yes and the Uk charges stupid amounts for it's higher education , even for British ppl! I think it should be free EU-over for other EU citizens but then again that might encourage yet more people to go into higher education and that's really not what Europe needs. At this rate in 20 years Europe will be filled with suit-donned executives with no idea how to make a cup of tea or process a log..

Default Reciprocity Rules OK?

Of course, reciprocity rules OK, in my book. If Finns have to pay say in the UK for tuition, then UK students coming here should pay too.

The ideal scenario should be that all EU citizens get a free education anywhere in the EU. But, perhaps there should be some time limitations on completing first /Bachelors) degrees? Finns have a bit of a reputation for being eternal students (i.e. many not graduating from university before age 25.

Perhaps if the first four years' higher education was paid by the state, and then the rest fully paid by the student then more would graduate within the four years?

it's true a lot of finns go abroad while completing their studies, just to travel. :P
but it also give them a lot of experience that can be useful sooner or later!

I agree to the free education all over EU....just find it might be somewhat hard to make reality. I also think if I have to pay for studying somewhere else then also the foreign students who come here should pay to sort of get the money back. But as long as I get my free education here I am not going anywhere.

Yes they should pay, because I think the rentals in Helsinki are insane because of the desperate housing situation and part of it is because students need housing, and the more students, the more housing is needed.

They should pay,

Its easier to think and compare just about any thing, when you make an example of it to yourself by taking situation "to the maximum limit" :

For example 10 foreign students, no big deal. How about 100 ? 1000 ? 10,000 ? Whoa, slow down, thats quite expensive allready for Finland to pay...How about 500,000 ? Thats one big money to pay by Finland, thats not good definetly, thats a bad idea. So the more students to pay, the more bad it is economically, hence, even little is "little bad" for economy.

You also have to consider how many of those foreign graduates can actually work afterwards in Finland. Guess not all of them can speak fluent Finnish after their studies here...so does it make sence at all?
